policies have to be so geared that resources flow in the direction of equity-based investments and institutions. The present policies as well as institutional set-up are such that all the encourage- ment is provided for resources to flow in the direction of riba and whatever equity-based opportu- nities exist are at a disadvantage. Unless this basic change in policy takes place, some riba-free accounts in riba-based banks are not going to make any difference to the system.
