In this context would it be too much to expect from a forum like the Inter Parliamentary Union to take a fresh initiative rooted in realism, to nave the way for global negotiations on these issues. A fundamental change in the present system requires a fundamental change in attitudes and values. Perhaps the Parliaments of the world may be a better and more effective instrument to arouse the conscience of the world and to build consensus about the new infra-structure of the World Order.
